Crude-To-Chemicals Market

The future of the global crude-to-chemicals market looks promising with opportunities in the adhesives & sealant, polymers, paints & coatings & dyes, surfactant, and rubber & solvent markets. The global crude-to-chemicals market is expected to reach an estimated $44.8 billion by 2035 from $25.7 billion in 2027 with a CAGR of 7.8% from 2027 to 2035. The major drivers for this market are growing usage of polymer in automotive industry, rising demand for electric vehicles, as well as, increasing demand for petrochemical products worldwide.

  • Lucintel forecasts that, within the technology category, steam cracking technology will remain the largest segment over the forecast period due to widespread adoption and efficient production of petrochemical feedstocks.
  • Within the application category, paints & coatings & dyes is expected to witness the highest growth over the forecast period due to increasing construction and automotive coating demand.
  • In terms of regions, APAC will remain the largest region over the forecast period due to growing need for chemicals and petrochemicals in the region's many end-use sectors, including consumer products, construction, automotive, and packaging.

Emerging Trends in Crude-To-Chemicals Market

The crude-to-chemicals market is transitioning from a fuel-focused refining market to more fully integrated conversion of crude to higher value petrochemicals. Between 2025 and 2027, weak transport fuel growth, additional ethylene capacity, and carbon pressure are expected to shape the market. Lucintel's analysis, however, reflects tighter integration, technology licensing, and feedstock strategy in a more regional focus.

  • Refinery-petrochemical Integration: Saudi Aramco's Jafurah-linked strategy and major Asian complexes show a clear focus by refiners to achieve chemical yield integration at a level higher than the traditional refining margin. China's 2025 additions to its refining sector reinforce this.
  • Higher Chemical Yield Technology: Processes to optimize conversion efficiency in steam cracking and catalytic cracking as well as direct crude-to-chemicals routes are underway. As detailed by Saudi Aramco, pathways to chemical yields in the range of 70% from crude are being studied. Trends in this direction will direct capital investment to units that produce greater olefins and aromatics as compared to fuels.
  • Feedstock Flexibility: Producer units will combine crude, naphtha, ethane, LPG, and other recycled feedstocks as price differentials change. The flexible cracking units commissioned or expanded in the 2025-2027 time period will integrate storage and be designed to operate on multiple feedstocks.
  • Lower Carbon Processing: Projects will incorporate more carbon capture, electrified heat, and energy efficiency as the costs of carbon in the EU and other regions increases. Investment in new refinery and petrochemical complexes in the high-growth regions of the world will be determined by market access and the ability to decrease their carbon footprint.
  • Regional Supply-chain Diversification: There is new capacity in China, India, the Middle East and the USA and this will change chemical supply outside of established Northeast Asian hubs. By 2027 it is expected that world ethylene capacity will exceed 220 million tonnes. Due to this new capacity, producers will focus on the most advantaged locations to produce chemical intermediates and downstream products.

The focus of new investments will be on convert ing each barrel to more chemicals while decreasing emissions and increasing energy efficiency. The best projects will focus on feedstock flexibility and include integration, advanced catalysts, utility, and downstream partnerships. Over the next 5 years, projects will be determined by integration, carbon performance and regional markets.

Recent Developments in the Crude-To-Chemicals Market

We expect the crude-to-chemicals market to gain momentum 2025-2027, as refiners shift feedstock to higher-margin petrochemicals. Lucintel has identified key themes as integrated conversion capacity, catalyst innovations, and supply-chain integration. The focus of investment decisions shifts to the flexibility to produce a variety of chemical products, and to access cheaper crude, as opposed to refinery scale.

  • Increased Production: The 400,000-bpd Yanbu, Saudi Arabia, crude-oil-to-chemicals project of Saudi Aramco and SABIC is expected to produce about 9 million tonnes of chemicals (2025). This project will put pressure on existing naphtha crackers and spur conversion licensors to bring higher-yield routes to the market.
  • Strategic Alliances: 2025 saw an increase in strategic alliances around chemical production and low emissions technologies, with ExxonMobil and China Petroleum & Chemical Corporation among the first movers. Alliances in the license and build realms around integrated projects will continue as EPC contracting shifts toward shorter deployment cycles and more innovative models for capital-intensive projects.
  • Tech Launches: In 2025, Honeywell released upgrades for its crude-to-chemicals technologies. Integrated process controls in the upgrades allow greater selectivity for the production of olefins and aromatics. Better selectivity in the production of aromatics and olefins is commercially relevant as it enables the production of more saleable chemicals from each barrel of crude and helps minimize exposure to margins in the transportation fuel market.
  • Government Approvals: 2025 saw the continuation of the Chinese government's approval of mega-projects in refining and petrochemicals despite efforts to address excess refining capacity in China. New regulations for air emissions will focus differentiation on more efficient projects and the separation of older, fuel-heavy assets.
  • Investment Announcements: In 2025, Reliance Industries announced continued investment for the transformation of its refining and petrochemical assets in the Jamnagar region of India. The new investments will focus on the integration of petrochemicals, and polymer and intermediate supply. Increased integration is expected to create supply gluts for crude, and redefine the margins in refining and petrochemicals in Asia and the Middle East.

Over the next five years, the crude-to-chemicals market is expected to develop selectively. Projects with fully integrated utilities, proven catalysts, and chemistries for production of differentiated chemical products, will gain early market financing. Producers must also manage plastics regulations, carbon costs, and volatile polymer demand.

Strategic Growth Opportunities in the Crude-To-Chemicals Market

Between 2024 and 2026, refiners may experience thin fuel margins, surplus refining capacity and tightening emissions standards. Lucintel expects shifting demand toward integrated complexes and lower carbon production as the packaging, mobility and infrastructure build-out in the Middle East and Asia continues.

  • Integrated Petrochemical Complexes: Facilities designed to efficiently manufacture chemicals from petroleum have potential to optimize the use of the feedstock and protect margins. For example, the Amiral project, designed to produce 1.65 million tons of ethylene (June 2025) is expected to be the first of its kind and attract a substantial amount of investment.
  • Specialty and Performance Chemicals: Producers can generate higher margins by using crude-derived intermediates to manufacture engineering plastics and additives. BASF projects sales of €65.3 billion by 2024, and will continue focusing on downstream solutions (February 2025). The demand for high-end products from the electronics and medical devices industries as well as for lightweight vehicles will create additional revenue streams.
  • Low-carbon Crude-to-chemicals: Using hydrogen produced by carbon-efficient processes, with electrification and carbon capture, offers a way to minimize the carbon footprint of product end users and provide access to markets that have stringent carbon emission requirements. Within the 2025 energy transition investment plan, Shell retained a spending level on carbon-management projects within a multibillion-dollar portfolio (March 2025).
  • Geographic Expansion in India: With the increasing per capita income and the dependence on imports, there is potential for building integrated facilities in the areas of high demand. It was estimated that the total petrochemical capacity of India was about 29.6 million tonnes per year in 2024 (January 2025).
  • Digital Yield Optimization: Use of artificial intelligence, along with advanced process control, can result in yield improvements for chemicals. It is estimated that digital operations can improve the earnings of a refinery by 5% to 10% (2025).

As the demand for the products manufactured by crude-to-chemicals processes remains, carbon intensity will determine the financing and customer selection. The integrated facilities, along with the product development capability of the operators, will be key in winning the market over the next five years.

Crude-To-Chemicals Market Drivers and Challenges

The crude-to-chemicals market is redefining because of shifting customer demands, ongoing technological innovations, economic trends, the focus on sustainability, and changing regulations. Producers transform crude oil to chemicals by converting crude oil to petrochemical feedstocks to eliminate their dependence on refining. Lucintel states integrated facilities, funding, and favorable feedstock-product cost combination will drive the market growth. While a number of challenges remain, especially price and carbon intensity, volatility, long lead times and complex projects, and regulatory uncertainty; in the next few years, opportunities will lie with companies that are best positioned to integrate advanced, lower carbon processes, and improve efficiency.

The factors responsible for driving this market include:

  • Integrated Refining and Petrochemical Operations: Refineries integrated with petrochemical operations gain a cost advantage over separate refining and petrochemical operations, since intermediate products require less storage and transportation. From a chemicals standpoint, refineries integrated with petrochemical operations are advantageous over fuel-oriented refineries, since they produce a higher value product. Integrated refineries target a chemical yield of over 40% from crude, compared with 10% to 20% yield in a conventional refinery, and are expected to continue investment in the next three to five years.
  • Increased Demand for Petrochemical Products: Petrochemical products are increasingly used in a variety of products, including consumer goods, automotive parts, and health care products, to name a few. The estimated annual production of plastics was over 400 million metric tons in 2025, thus demonstrating the increasing demand for downstream products. Investments in crude-to-chemicals technology in the next three to five years, especially in Asia and the Middle East, are expected to support increasing lightweight and medical products.
  • Process Technology Improvements: Integrating artificial intelligence, digital twins, and other more efficient processing and separation technologies is improving conversion while reducing energy use and processing costs. These technologies are allowing operators to process heavier and more diverse crude streams and provide improved selectivity of product slates, and enhance plant reliability. Commercial digitalization efforts within the process industries between 2015 and 2020 focused on energy saving targets of 5-10% through the application of process optimization and predictive maintenance. It is expected that process technology improvements will have similar benefits for the process industries in the next 3 to 5 years.
  • Feedstock and Cost Advantages: Crude-to-chemicals (C2C) facilities are better positioned than integrated refineries because they can largely eliminate intermediate products (i.e. naphtha) from the supply chain, reduce the reliance on logistics, and lower utilities costs. Integrated facilities are better positioned than C2C due to access to affordable feedstocks and energy. Expected C2C capital costs and operations costs are comparable to integrated facilities. C2C projects in regions with affordable feedstocks, energy and a sufficiently developed infrastructure will have a competitive edge relative to stand-alone chemical producers. For petrochemical value chains in 2025, feedstocks and energy costs remained the largest component of operating costs, illustrating the need for cost positioning.
  • Product Innovation and Sustainability: More sustainable production routes for meeting customer demands and regulatory requirements (e.g. use of recyclable polymers, chemically recyclable feedstocks, and bio-based blends) will be developed. Crude-to-chemical plants can lower emission intensities through better integration of energy systems and use of carbon management technologies. In 2025, recycled plastics represented only about 10% of global plastics production, so there is ample opportunity for product innovation and investment. Sustainability-linked procurement, and increasing demand for lightweight materials will require further improvement in product portfolios with reduced environmental intensities.

The challenges facing this market include:

  • High Capital Requirements and Project Complexity: The IEA estimates that billions of dollars will be required for the advanced conversion units, utilities and supporting infrastructure, environmental controls, storage and logistics, for each crude-to-chemicals facility. Long construction periods increase the risk of inflation and increases in interest rates. In 2025, the average estimated investment for large, new petrochemical facilities was approximately USD 10 billion, illustrating the financial magnitude of these projects. Capital and economic constraints will restrict participation to integrated, financially strong companies and state-owned enterprises in the near term.
  • Feedstock and Market Volatility: Rapid changes in crude prices, chemical margins, freight rates, currencies and regional demands, make it difficult to define project returns. A facility designed for specific crude grades or product combinations may become uncompetitive if feedstock spreads change and oversupply situations occur in the downstream market (polyethylene, polypropylene, aromatics, etc.). In 2020, crude oil prices ranged between a low of $-40/barrel to a high of over $60/barrel. Between 2020 and 2025, the crude oil market has been volatile and crude oil price increases have encouraged some investments. Within the next three to five years, volatility is expected to encourage investments in flexible feedstock systems and hedging strategies, as well as staged construction of further plant capacity.
  • Environmental Regulation and Carbon Exposure: Crude-to-chemicals processes are still energy-intensive and produce greenhouse gas emissions, wastewater, VOCs and other concerns related to plastics. Pricing of carbon, reporting emissions, waste mandates and bans on single-use plastics may increase the cost of compliance and reduce the demand for certain products.

The EU's Carbon Border Adjustment Mechanism (CBAM) entered its final phase in January 2026, increasing focus on embedded industrial emissions. It is expected that the next 3-5 years will bring increasingly stringent regulations and a level playing field for low carbon plants. However, these regulations may increase the cost of projects, speed up the need for carbon capture, and incentivize the investment in recycling and alternative feedstocks.

The crude-to-chemicals market has strengthened as a result of increased investment opportunities as a result of integrated refining and petrochemicals production, as well as improvements in technologies and cost structures, and especially as a result of growing customer emphasis on sustainability. However, tightening environmental regulations will create a greater burden on already constrained operating margins. The market will reward flexibility and improved chemical yields while penalizing inflexibility and high emissions. Utilizing digital systems in combination with other enablers will likely provide the best opportunities in the market. Over the long term, the market will reward integration as competition will favor larger, more complete facilities.
