Country Wise Outlook for the High Clear Film Market

High clear film markets are undergoing changes due to consolidation, regulations on recycling, and investment in sustainable packaging. The EU Packaging and Packaging Waste Regulation was implemented in February 2025. In April 2025, Amcor completed its acquisition of Berry Global. According to Lucintel, these changes indicate that there is more of a focus on scale, downgauging, and recyclable structures, by 2027 at the latest.

  • United States: There has been consolidation in packaging. Amcor purchased Berry Global for around $8.4 billion in April 2025. This expanded their reach across flexible and specialty films. The acquisition creates the foundation for standardization of products, lower-cost procurement, and focused R&D on high-clarity, recycle ready structures in the next 3-5 years.
  • China: There has been the addition of polyolefin capacity. Sinopec indicated the addition of 800,000 tonnes of high performance polyolefin capacity in Ningbo (March 2025). The creation of the feedstock and conversion within China should support development of a local supply of specialty film.
  • Germany: There are advancements in recyclable packaging technology. BASF has developed circular technology for polymers, offering BASF more than 20,000 tonnes of circular products sold in 2024. BASF expects to offer this technology to a broader market in 2025. This strengthens the technology for thin film used in packaging technology.
  • India: Jindal Poly Films will add 60,000 tonnes of capacity for Biaxial Oriented Polypropylene Film production to their Nashik plant in 2025. The construction of the plant will improve availability of high clarity BOPP films for packaging of food, personal care products, and pharmaceuticals.
  • Japan: Closer collaboration between Toray Industries and Mitsui Chemicals will focus on polypropylene films for packaging which allows for better transparency and increased focus for quicker development of film packaging that can be easily recycled.
